If you were taken into custody and received a prepaid debit card upon release, you may be eligible to claim up to three times the fees charged from a class action settlement.
Stored Value Cards, Inc., doing business as Numi Financial, has agreed to pay $4,000,000 to settle a class action lawsuit for allegedly issuing unrequested prepaid debit cards to released detainees and charging them various fees.
Who can file a claim?
To be eligible to file a claim:
- You were taken into custody at a jail, correctional facility, or similar law enforcement facility in the United States.
- You were entitled to the return of money confiscated from you or remaining in your inmate account upon release.
- You received these funds through a debit card provided by Stored Value Cards, Inc. and/or Central National Bank, without requesting or applying for such a card.
- You incurred fees or charges from these cards.
This applies to individuals released from detention facilities after July 23, 2014. However, those who received a debit card between April 1, 2017, and April 30, 2018, and did not opt out of a previous settlement are excluded.

How much can class members get?
Class members can claim up to three times the fees charged by their release cards or a minimum of $15, whichever is higher. For example, if you were charged $10 in fees, you could receive $30. If the settlement fund is insufficient to cover all claims, payments will be made on a pro-rata basis.

How to claim an award
To claim an award, class members must submit a claim form by November 19, 2024. You can file a claim online or send an email to NumiReleaseCard@sylaw.com with your name, address, date of birth, and the facility where you received the release card.
If you received a postcard with a claim form, you can complete and mail it back or email a picture of it.

- Provide your email and mailing address for correspondence and payment.
- Verify the information and submit your claim.
Payment methods
Class members will receive payments via check mailed to the address provided in the claim form.
$4 million settlement fund
The settlement fund of $4,000,000 will cover:
- Payments to class members who submit valid claims.
- Attorney fees and costs payable to class counsel.
- Case contribution awards to the plaintiff.
- Costs of providing notice to class members and claims administration expenses.
- Potential cy pres awards if funds remain after all claims are paid.

When is the Numi Release Card Settlement payout date?
After the final approval hearing on December 10, 2024, if the settlement is approved, payments will be processed and distributed to eligible class members who submitted valid claims.

The lawsuit alleged that Numi Financial and Central National Bank issued unrequested prepaid debit cards to detainees upon release, charging them fees without proper disclosure, violating the Electronic Fund Transfer Act.
