Conduent State & Local Solutions, Inc. has agreed to pay $1,200,000 to settle a class action lawsuit for alleged improper handling of fraud claims made by Direct Express cardholders. This settlement aims to compensate current and former Direct Express cardholders who experienced issues with the handling of their fraud claims between February 12, 2018, and September 28, 2022.
Can I Claim an Award?
You may be eligible to claim an award from this settlement if you are a current or former holder of a Direct Express Debit Card account and submitted one or more claims of allegedly fraudulent transactions that were denied between February 12, 2018, and September 28, 2022. To qualify, you must have experienced one or more of the following issues:
- Not receiving the results of the investigation within 13 business days.
- Not being given a provisional credit for the alleged error.
- Not being provided with requested documents relied upon to deny your claim.
Even if you did not receive a postcard or email notification about the settlement, you might still be a class member if you meet the criteria mentioned above. If you are unsure about your eligibility, you can contact the Settlement Administrator for clarification.
What Awards Can Class Members Claim?
The settlement provides a total of $1,200,000 to be distributed among eligible class members. If the Court approves the settlement, each class member who submits a valid claim will receive a payment. Class members who submit a valid claim will receive their payment either by check or electronic payment, depending on the preference indicated on their claim form. The exact amount each claimant receives will depend on the number of valid claims submitted.
Is Proof Required to Claim the Reward?

Why is There a Class Action Settlement?
The lawsuit claims that Conduent and Comerica improperly handled claims of fraud made by Direct Express cardholders, violating certain provisions of the Electronic Funds Transfer Act and Regulation E. By settling, the parties avoid the costs and uncertainty of litigation and trial, and class members are eligible to receive benefits described in the official settlement website.
The next steps include the Court's final approval of the settlement and the resolution of any appeals. If the settlement is approved, eligible class members will receive their payments as outlined.
